Consultation on the evolution of requirements in terms of ground and flight safety for launches from Europe's Spaceport in French Guiana

The French Space Operation Act (FSOA), implemented in 2008, evolved in August 2023 to take into account the context of the NewSpace. 

In the field of launchers, the new legislation focuses on CNES's capacity to ensure safety in flight and on the ground during returns of stages or orbital modules to the Europe's Spaceport site in french Guiana. Other measures, of a regulatory nature (such as the opening to autonomous flight safety systems), were introduced in the update of the Technical Regulations (RT NG) which entered into force on July 1, 2024.

The Regulation for the operation of Europe's Spaceport facilities (REI), which dates from 2011 and addresses the requirements in terms of ground and flight safety for launches from the European Space Port, must also be renovated.

This update takes place:

  • In the triple context of the arrival of Ariane 6, Vega C and the welcome to the CSG of European micro launchers. 
  • At the time where the CSG is being strongly renovated via the CSG-NG project.

The REI NG project, which was the subject of a workshop with the European launcher ecosystem on December 7 and 8, 2023, is now finalized and the purpose of this consultation is to collect the latest comments from the ecosystem.
